I have made one or two textual amendments in the draft, but I am afraid that I could not agree to the new paragraph 2. The most we could do in this direction I think is to express the hope that some means may be found of inducing the Chinese to subscribe and I have made an addition to the first paragraph to this effect. If you consider it necessary to refer back to the Treasury on this point, would you please do so. Otherwise the telegram can go off. In view of the political aspect, I think that a copy of it and of Nos.18 and 14 should go to Mr. A. L. Scott of the Foreign Office for his information, with a reference to telegram from Shanghai to the Foreign Office No. 80 Remac of the 10th September, 1946, conveying a message for the Treasury from Mr. Evans Thomas.

In view of what the Governor says in paragraphę 2 and 3 of his telegram No.990 (18) and of what the Treasury representative himself says in his telegram at No.19A, I don't think that the
